Delray Beach is the clearest example in the county of a place where the cost of the roof is not the number that matters. Atlantic Avenue and the Pineapple Grove district are dense with restaurants, bars, boutiques and hotels whose revenue is concentrated into a season and into specific hours. For those businesses, a roof replacement that closes the premises for a week in February is not a maintenance cost — it is a revenue event that dwarfs the price difference between coating and replacing.

The building stock reinforces that. Much of the Atlantic Avenue frontage is older two- and three-story mixed-use with commercial at grade and residential or office above, flat-roofed, parapeted, and frequently sitting directly against its neighbors.
